RH2 is pleased to announce that Harley Sandoval has been promoted to Tacoma Office Manager.
Harley has been with RH2 for 21 years, bringing more than two decades of experience supporting water system planning, design, and construction for communities across the region. Known for his collaborative style and steady, solution-oriented approach, Harley has built strong relationships with clients, reviewing agencies, and project teams throughout his career.
In his new role, Harley will provide local leadership for the Tacoma office, supporting staff coordination, client service, and day-to-day operations while continuing to contribute technical expertise to projects.
“I’ve always enjoyed work that lets me connect with clients. I like getting to know them and getting other team members involved in project problem solving,” shared Harley.
Harley’s background includes water system planning, hydraulic modeling, and the design of booster pump stations, reservoirs, and utility replacement projects. He maintains hydraulic models for multiple water systems and has supported fire flow analysis, permitting, and on-call construction services, often working closely with clients and contractors during critical project phases.

“You know, it’s a long list, and I try to learn something from everyone. I’d say Edwin Halim, Geoff Dillard, Steve Nelson, Erik Howe, Alex Fussell, Stu Greenberger, and Ryan Peterson are at the top. They have really taken the time to explain their approach and share experiences with me.”
