Harley Sandoval, PE

Harley is our Tacoma Office Manager and has more than 21 years of experience supporting water system planning, design, and delivery for municipal clients. He works closely with multidisciplinary teams to analyze, plan, design, and construct water facilities, site improvements, and utility replacement projects, with experience spanning permitting, specifications, and construction-phase support.

In addition to his technical expertise, Harley is known for his collaborative, down-to-earth leadership style and his ability to guide teams through complex challenges with a practical, solutions-focused mindset. As Tacoma Office Manager, he supports local staff, client relationships, and project delivery while upholding RH2’s commitment to responsive, community-focused engineering. Outside of work, he likes to engage in outdoor activities solo that allow him to recharge.
