Project Description
RH2 supported the City of Bellingham in reconstructing the intersection of James Street and East Bakerview Road, a critical junction between a major arterial and designated truck route. The project addressed longstanding safety concerns, congestion, and limited pedestrian and bicycle facilities while accommodating future growth in the surrounding area.
The improvements included construction of a single-lane roundabout with new curb, gutter, sidewalks, bike lanes, lighting, landscaping, and stormwater facilities, along with right-of-way expansion. RH2 led vertical design, performance checks, and preparation of full plans, specifications, and estimates, coordinating closely with traffic analysis and layout efforts to meet modern roundabout design guidance and multimodal standards.
RH2 also completed comprehensive environmental permitting, including SEPA, NEPA, critical areas evaluation and mitigation, ESA and Section 106 compliance, Hydraulic Project Approval, and Clean Water Act Section 404 permitting. The completed project delivers safer operations, improved multimodal access, and a more resilient transportation corridor for the community.
