Project Description
The City of Pasco’s Process Water Reuse Facility supports regional food processors by providing centralized storage and land application of process wastewater for agricultural reuse. As processing demands increased, the City planned phased expansion of the facility to improve capacity, reliability, and long-term operational flexibility.
RH2 supported planning, design, and permitting for a three-phase expansion. Early phases included extending City water for potable use and fire protection, realigning power and fiber infrastructure, and developing additional lagoon storage on City- and Bureau of Reclamation–owned property to support future pretreatment facilities.
Environmental and regulatory coordination was a key component of the project. RH2 assisted the City with NEPA approvals, land acquisition coordination, and compliance with Clean Water State Revolving Fund environmental review requirements. The project area included regulated shrub-steppe habitat and burrowing owl habitat, requiring coordination with the Washington Department of Fish and Wildlife. RH2 led biological surveys, agency coordination, and mitigation planning to support permitting and keep the project moving forward.
