Project Description
RH2 supported phased upgrades at the City’s Water Reclamation Facility to improve regulatory compliance, operational reliability, and long-term cost efficiency. An Ecology-approved Engineering Report established a phased approach, with initial improvements focused on required upgrades to UV disinfection, backup power, and the facility-wide SCADA system.
As construction progressed, RH2 advanced the next phase of improvements, which included a new solids handling system with thickening, dewatering, and truck loadout; aerobic digesters and aeration systems; odor control improvements; clarifier retrofits; a new operations and control building; and a vactor decant station. These upgrades enabled waste activated sludge to be treated and beneficially reused as biosolids on approved farmland.
The improvements significantly reduced operating costs, with projected savings of more than $4.2 million over 10 years, while maintaining tight cost control during construction. The project delivered major facility upgrades efficiently and with minimal change orders, strengthening system performance and long-term resilience.
