Project Description
RH2 prepared a Seismic Resilience Plan for the City of Talent to meet Oregon Health Authority Drinking Water Program requirements and strengthen the City’s ability to maintain water service following a major earthquake. The effort established clear levels of service and performance objectives to guide evaluation and improvement priorities across the system.
RH2 evaluated critical water system components, including reservoirs and backbone transmission mains, using recognized seismic screening and resilience assessment methods. Reservoir assessments addressed anchoring, structural supports, roof stability, and wave sloshing, while pipeline evaluations focused on maintaining post-earthquake conveyance. Recommended improvements included targeted structural upgrades, added flexibility at inlet and outlet piping, and incorporation of the ShakeAlert earthquake early warning system.
The work culminated in planning-level cost estimates and a prioritized Seismic Capital Improvement Plan, providing the City with a clear, actionable roadmap to improve system resilience and emergency preparedness.
